Major Duties

Serves as a senior-level technical advisor and subject matter expert with regard to Wire line broadband technologies used in communication networks, service architectures supporting broadband services, Internet technologies and policy issues;?the ecosystem of vendors, service providers, and standards organizations supporting the growth of broadband services and the Internet.?? Provides technical and policy advice on the architecture, technology, design, construction, and operations of broadband and legacy wire line communications networks, including access and wide-area communication networks and technologies.? Performs investigative analyses and original research with respect to critical and unprecedented network operations and service provision issues that involve emerging technologies and services (e.g., IP-based voice and video operations); evaluates technical, social, legal, institutional and/or other related implications of systems including broadband systems and the Internet.? ?

Works with?organizations such as the Internet Engineering Task Force (IETF) and or Internet Society (ISOC) regarding the development of Internet standards and technologies and is the expert on internet technology, and develops the standards supporting the internet.? Composes and reviews technical aspects of proposals related to the agency?s efforts to promote the growth of Internet services and supports the Commission?s goals on ensuring a growing and a vibrant Internet.? Meets with major wire line Internet Service Providers (ISPs) associated with broadband technologies regarding wide area commercial networks and/or with major carrier class manufactures of other Internet technologies and systems.? Responsible for technical review and engineering analysis of advanced communication technologies, and Internet related policy and rulemaking agenda items to determine their impact on existing communications programs within the Office of Engineering and Technology.?
Education

A. Degree: professional engineering. To be acceptable, the curriculum must:

(1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or

?(2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and

(2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:

1. Professional registration - Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written test - Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the Accreditation Board for Engineering and Technology (ABET) may be rated eligible for certain engineering positions at GS-5. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.

Applicants for positions that involve highly technical research, development, or similar functions requiring an advanced level of competence in basic science must meet the basic requirements in paragraph A. Because of the diversity in kind and quality of BET programs, graduates of other BET programs are required to complete at least one year of additional education or highly technical work experience of such nature as to provide reasonable assurance of the possession of the knowledge, skills, and abilities required for professional engineering competence. The adequacy of this background must be demonstrated by passing the EIT examination.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineer-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

FOREIGN EDUCATION: To receive credit for education outside the U.S., you must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and that such education has been deemed to be at least equivalent to that gained in conventional U.S. education programs.

Therapy with bone marrow-derived stem cells does not improve short-term recovery after heart attack

ScienceDaily (Nov. 5, 2012) ? Administering to patients stem cells derived from their own bone marrow either three or seven days after a heart attack is safe but does not improve heart function six months later, according to a clinical trial supported by the National Institutes of Health.

The results of the trial, called Transplantation In Myocardial Infarction Evaluation (TIME), mirror a previous, related study, LateTIME, which found that such cells (called autologous stem cells) given two to three weeks after a heart attack did not improve heart function. Both TIME and LateTIME were conducted by the Cardiovascular Cell Therapy Research Network (CCTRN), sponsored by the NIH's National Heart, Lung, and Blood Institute.

The findings will be presented Tuesday, Nov. 6, at the American Heart Association (AHA) 2012 Scientific Sessions in Los Angeles and will appear concurrently in the Journal of the American Medical Association.

"This study was extremely valuable even though it did not provide a demonstrated health benefit after six months," said Sonia Skarlatos, Ph.D., deputy director of NHLBI's Division of Cardiovascular Sciences and member of the CCTRN. "Heart stem cell therapy research is still in its infancy, and results from early trials have varied greatly due to differences in the numbers of stem cells injected, the delivery methods used, and the compositions of the study populations. With TIME and LateTIME, we have established both safety and baseline results in two large studies that followed the same procedures for growing and then administering stem cells. This standard will inform the next steps in research on the use of stem cells to repair damaged hearts."

"With this baseline now set, we can start to adjust some of the components of the protocol to grow and administer stem cell to find cases where the procedure may improve function," added fellow CCTRN member Jay Travese, M.D., of the Minneapolis Heart Institute, who will present the results at the AHA meeting. "For example, this therapy may work better in different population groups, or we might need to use new cell types or new methods of delivery."

Skarlatos noted that another advantage of the TIME study is that CCTRN is storing samples of the stem cells taken from the participants. Investigators can examine the relationship between people who showed significant improvement during the study and the characteristics of their stem cells. Such a comparison may offer insights on the cell traits that are associated with clinical improvement.

Between July 2008 and February 2011, TIME researchers enrolled 120 volunteers (average age 57, 87.5 percent male) who suffered from moderate to severe impairment in their left ventricles -- the part of the heart that pumps oxygen-rich blood to the body -- and had undergone stenting procedures following heart attacks. Those selected for the trial were assigned randomly to one of four groups: day three after heart attack stem cell injection, day three after heart attack placebo injection, day seven after heart attack stem cell treatment, or day seven after heart attack placebo treatment. The researchers developed a method of processing and purifying the stem cells to ensure that participants in the stem cell groups received a uniform dose of 150 million cells about 8 hours after the cells were harvested from their bone marrow. This ensured that results would not be skewed by differences in the quantity or quality of stem cells administered.

Researchers assessed heart improvement six months after stem cell therapy by measuring the percentage of blood that was pumped out of the left ventricle during each contraction (known as the left-ventricular ejection fraction, or LVEF). The study found no significant differences between the change in LVEF readings at the six-month follow-up in either the day three or the day seven stem cell groups compared with placebo groups or with each other. Every group showed about a three percent improvement in LVEF.

AT&T, T-Mobile share networks for Sandy users

AT&T and T-Mobile will let customers who live in Sandy's path use roaming on the other's carrier's?network.

Both wireless carriers, who use the same GSM and UMTS standards, said Wednesday that?the agreement?will "enable roaming on their networks to customers of both companies in the heavily impacted areas and where capacity is available and for subscribers with a compatible device."

An AT&T spokesman told NBC News that?almost all phones should be compatible. Capacity will be a different matter, as about 25 percent of cell towers were knocked by Sandy?in affected states, and carriers are working to get service fully restored. New York and New Jersey have been very hard hit by crippled cell service.

AT&T and T-Mobile both use the same type of?wireless standards, GSM and UMTS, for their networks. Verizon Wireless and Sprint use a different standard, one known as CDMA.?

In a statement, AT&T and T-Mobile said that customers of both networks "will be able to place calls just as they normally would, but their calls will be carried by whichever network is most operational in their area. This will be seamless for AT&T and T-Mobile customers with no change to their current rate plans or service agreements, even if the phone indicates the device is attached to the other carrier?s network."

In other words, if you are an AT&T customer, and you suddenly see "T-Mobile" at the top of your phone, don't fret about extra charges ? just be glad you can make calls.

AT&T, the nation's second largest carrier in terms of subscribers, had wanted to buy T-Mobile, but last year withdrew its $39 million bid after the Justice?Department sued to block the merger, contending it would reduce competition and lead to higher prices.?

Food fight: Naples protests 'culinary racism' over pizza snub

Naples prides itself as the birthplace of pizza. So when a top Italian food guide overlooked the city's famed dish, protests erupted.

So when Naples heard this week that the latest edition of Italy?s most respected restaurant guide had nominated a pizzeria in faraway, foggy Verona as the best in the country, there was spluttering outrage.?Worse than that, not a single one of Naples?s estimated 2,000 pizzerias had made it into the 2013 edition of Gambero Rosso, Italy?s bible for foodies.

Indignant ?pizzaioli,? as pizzamakers are known, staged noisy demonstrations in some of Naples?s most famous pizzerias to rail against what they saw as an injustice and a humiliation.

For the guide to judge the pizzeria near Verona, in the northeast of Italy, as the finest in the country was a snub not just to pizzamakers in Naples, but to the entire city, they said.?Francesco Borrelli, a Neapolitan politician, went further ? it was, he said, no less than an example of ?culinary racism.?

"This is the umpteenth example of hostility towards our city and our traditions. The fact that Gambero Rosso did not find a single Neapolitan pizzeria to include is shameful,? he said.

Neapolitan newspapers tried to salvage some pride by poking fun at Verona for its culinary peculiarities ? among them a horse meat stew known as ?pastissada? and a bone marrow dish called ?peara? ? and said the city of Romeo and Juliet should stick to making polenta, not pizza.

Naples was the undisputed birthplace of the pizza, said Sergio Miccu, the president of the Neapolitan association of pizzamakers, even if it has now become a dish known around the world. ?Its origins are in Naples ? it was Neapolitans who taught the art of pizzamaking to other countries,? he said.

Once they?d stopped choking on their Quattro Stagioni, the pizzamakers in the Mediterranean port went on the offensive, inviting the food critics from Gambero Rosso to put their pizzas to the test so they could at least be included in the next guide.

?If they want to be our guests here in Campania, we will offer them an exquisite pizza in a different restaurant every day,? said Salvatore Trinchillo, the president of a Neapolitan commercial association.

Naples has campaigned for years to be recognized as the spiritual home of the pizza.?

Legend has it that?pizza?was invented there at the beginning of the 18th ?century and the famous Margherita version was created in 1889 and named after Queen Margherita of Savoy.

Its ingredients reflected Italy?s national colors ? red tomatoes, white mozzarella, and green basil leaves.

Naples lobbying the UN

Neapolitans have even lobbied UNESCO to include the dish on its ?intangible cultural heritage? list of cultural and culinary traditions.

The list is run in parallel with UNESCO?s better-known register of World Heritage sites, such as castles, temples, and historical city centers.

The indignation of Neapolitans might seem a bit of an overreaction.

The row pitched southerners against northerners in a country that was only unified 151 years ago and where regional rivalries remain intense.

The city?s pizza aficionados muttered darkly about a northern ?political plot? to besmirch the reputation of Naples.

But it was confirmation, if it was needed, that aside from football and family, few things arouse passions in Italy as much as food.
