Did St Patrick collect tax, trade slaves? paper asks

LONDON (Reuters) - St. Patrick, patron saint of Ireland, may well have been a tax collector for the Romans who fled to Ireland where he could have traded slaves to pay his way, according to new research by a University of Cambridge academic published on Saturday.

The generally accepted account of the saint's life, albeit based on scant evidence, says Patrick was abducted from western Britain as a teenager and forced into slavery in Ireland for six years during which time he developed a strong Christian faith.

Afterwards, the account continues, he escaped his captors and went back to Britain before eventually returning to Ireland as a missionary.

But Roy Flechner, from the Department of Anglo-Saxon, Norse and Celtic at Cambridge, believes there are reasonable grounds to question the popular version which is based partly on Patrick's own words in his "Confessio".

"The problem with this account is that he was telling this story in response to accusations leveled against him that he fled to Ireland for financial gain," Flechner told Reuters in a telephone interview.

"It's an inference that has been made long before in conventional scholarship."

According to the study, published on Saturday to coincide with St. Patrick's Day, the saint may have wanted to leave Britain in the early 400s to avoid the "onerous" duties of a "Decurion", or Roman official responsible for collecting taxes.

Patrick's father was a Decurion and, when he decided to rid himself of the post by becoming a cleric, his responsibilities would have fallen to his son.

ROMAN GRIP ON BRITAIN LOOSENING

At a time when Roman government in Britain was in decline, collecting and underwriting taxes would have been an unwelcome task, enough to prompt Patrick to emigrate, Flechner said.

"It is likely that at least for a while he (Patrick) held an imperial office. One way or another, I think this would have been the catalyst for him leaving for Ireland."

The academic also questioned Patrick's own account of escaping slavery in Ireland.

"Once you escaped from slavery you lacked any legal status and anyone could imprison you and kill you, and this conflicts with what he said -- that he broke loose, crossed Ireland and then the Irish Sea to get back to Britain," he explained.

"He might not even have been acknowledged as a free man in his native Britain and could have been enslaved again there."

If Patrick had left Britain for Ireland of his own free will, the best way to take his wealth with him would be in the form of slaves, Flechner argued.

Patrick himself said his family owned slaves, which was common for aristocratic families in this period.

"Your property would have been hereditary and in the form of land, but if you had wanted to transport the value of the property, it is more likely you would have traded a more 'liquid asset', in this case slaves.

"In a slightly later period where we do have more sources, slaves had become a very important social institution and quite ubiquitous in Ireland."

Flechner conceded that it was difficult to be sure of any theory about a period of British history covered by so little reliable material.

But he added that his study had the advantage of being "free from the more reverential accounts of St. Patrick that have been handed down in legend through the generations.

"In this case we are seeing Patrick through the eyes of Roman law which offers a new perspective.

"None of this is to say that Patrick was not a bishop or that he did not engage in missionary activity, but his primary motives for moving to Ireland were most likely to escape the poisoned chalice of his inherited position in Roman Britain."

UN desperately seeking helicopters for South Sudan

UNITED NATIONS (Reuters) - The United Nations is pleading with members to provide military helicopters for its peacekeeping mission in South Sudan, where recent tribal violence has displaced more than 100,000 people, a U.N. report showed on Thursday.

The chopper shortage arose earlier this year when Russia announced it was withdrawing all its helicopters and crew from the U.N. Mission in South Sudan (UNMISS).

"I appeal to member states to make available the badly needed military utility helicopters to enhance the mission's mobility and access to vulnerable populations," U.N. Secretary-General Ban Ki-moon said in a report to the Security Council.

"In the meantime, the secretariat and UNMISS will explore other measures to enhance mobility and accessibility," he said in the report, which the 15-nation council discussed at a closed-door meeting on Thursday.

Moscow said its decision to withdraw its helicopters had nothing to do with security. But Russia's U.N. mission has said that it was alarmed by attacks on utility helicopters operated by the Russian military for UNMISS.

South Sudan declared independence in July 2011 under a 2005 peace agreement with Sudan that ended decades of civil war. But Africa's youngest nation has been struggling to end tribal and rebel violence that has killed thousands since last year.

Fighting broke out earlier this year around Pibor in Jonglei state bordering north Sudan. It remains unclear how many people were killed.

U.N. diplomats and officials told Reuters that one of the reasons for the slow deployment of U.N. troops to Pibor at the time was the Russian refusal to fly its helicopters there.

The head the peacekeeping mission, Hilde Johnson, told reporters after briefing the Security Council on Thursday that the mission had only "limited" helicopter capabilities in South Sudan, a country where there are few good roads.

"SLOW RESPONSE"

Ban's report made clear that the violence in Jonglei state remained a serious problem and chided the government in Juba for not doing enough to protect people in the region.

"The United Nations will continue to do its part, but the Jonglei crisis demonstrated that its resources are limited," the report said.

"The slow response by the government to the crisis in Jonglei state, despite the early warning provided by UNMISS, underlined ... the need for the government to assume its responsibility to forge national reconciliation as well as protect its citizens," he said.

Ban called for an urgent government investigation into rights abuses in Jonglei state and for it to "bring the perpetrators to justice in order to break the cycle of reprisal attacks."

Ban warned that "hate messages" spreading throughout Jonglei threatened to spark more ethnic violence and said the government should "bring the full force of the law" to bear against those responsible for inciting violence. He called on states hosting the Sudanese diaspora to investigate those responsible for disseminating such messages.

South Sudan is also at loggerheads with Sudan over the position of their border, control of the disputed Abyei territory, and what transit fees South Sudan pays its northern neighbour to export oil from Port Sudan.

South Sudan shut down its oil fields in January to protest Khartoum's seizure of southern crude, cutting off a key source of revenue for both countries.

Scholars call for global governance overhaul to ensure Earth's sustainability

A group of the world's leading environmental scholars are sounding the alarm that human societies need to transform their national and international environmental institutions into a more coherent and robust planetary stewardship model in order to steer away from rapid and irreversible changes to the Earth's subsystems.

University of Toronto political scientist Steven Bernstein is one of the authors of a paper which appears in Science on March 16, 2012.

In the article, 32 international scholars warn that incremental change is not sufficient to bring about societal change at the level and with the speed necessary. "Structural change in global governance is needed, both inside and outside the United Nations (UN) system and involving both public and private actors."

Among their recommendations:

  • Reform and upgrade the environmental agencies and programs of the UN to ensure a strong environmental organization with a sizeable role in agenda-setting, norm-development, compliance management, science assessment and capacity-building.
  • More strongly integrate the social, economic and environmental pillars of sustainable development from local to global levels and create a new Sustainable Development Council that gives special predominance to the largest economies the Group of 20 countries as primary members that hold 50 per cent of the votes, with the rest distributed among smaller states.
  • Close remaining regulatory gaps at the global level, including in the development and deployment of emerging technology like nanotechnology, synthetic biology and geo-engineering, to ensure transparency, information-sharing, engage multiple stakeholders in policy dialogues and ensure that environmental considerations are fully respected.

Possible reforms of the intergovernmental government system will be a key focus of the UN Conference on Sustainable Development in Rio De Janeiro in June 2012.

"The institutions left us from the Earth Summit 20 years ago have proven woefully insufficient for the challenges of this century. Rio +20 presents an historic opportunity to build more effective governance the only question is whether there is the political will to do so," says Professor Bernstein, director of the Master of Global Affairs Program at the Munk School of Global Affairs.

The Science paper is based on a comprehensive assessment conducted in 2011 by the Earth System Governance Project, the largest social science research network in governance and environmental change. Its international research program explores political solutions and novel, more effective governance systems to cope with the current transitions in the biogeochemical systems of our planet.

Dissidents occupy Cuba church, seek papal audience

HAVANA (AP) ? Thirteen Cuban dissidents have holed up in a Roman Catholic church in Havana to press for an audience with Pope Benedict XVI when he visits in two weeks, saying they want to air their grievances about human rights on the island.

The Church of Charity of Cobre in teeming Central Havana was semi-shuttered Wednesday and only pilgrims visiting an image of the Virgin of Charity of Cobre, Cuba's patron, were permitted inside. There was no sign of any police presence, and activity appeared normal on the surrounding streets.

The dissidents were in an area that is off-limits to worshippers, according to dissident William Cepera. He said he had spoken with them through a window that was later closed.

"They entered the church last night and stayed. They will not budge from there," he said.

Cepera added that he and a colleague from their small opposition group, the Nov. 30 Democratic Party, tried to join the group but were not allowed entry.

"We would like to talk with the pope and tell him that the government of Fidel and Raul (Castro) has released only some prisoners, but other political prisoners remain," he said.

Cuba, which considers the dissidents mercenaries bent on undermining the government, says it does not hold any political prisoners. Authorities freed the last of 75 anti-government activists and social commentators arrested in a 2003 crackdown on dissent last year, under a deal brokered with the help of the Catholic Church.

Others remain behind bars for politically motivated but violent crimes like armed assault or hijacking, which keeps them from being recognized as prisoners of conscience by human rights watchdog Amnesty International.

In December, President Raul Castro's government also pardoned 2,900 inmates, most of them convicted of minor crimes, in connection with Benedict's March 26-28 visit.

Elizardo Sanchez, a de-facto spokesman for Cuban dissidents as the head of the Havana-based Cuban Commission on Human Rights and National Reconciliation, confirmed that there were 13 people inside the Central Havana church.

"We hope for a humane outcome. The occupation was peaceful," said Sanchez, adding that a high-ranking church official visited Tuesday night and spoke with the protesters.

Phone calls to the spokesman for the Catholic Church in Cuba were not answered Wednesday, nor did he respond immediately to an email query. Government officials also did not immediately answer a request for comment.

Benedict does not have any announced plans to meet with Cuban dissidents during his trip, which is focused on religious activities including Masses in the eastern city of Santiago de Cuba and in Havana.

Dissidents' reactions to the visit have differed.

Bertha Soler, leader of the Ladies in White opposition group, said they asked church officials for "one minute" with Benedict to talk about human rights and political prisoners.

But well-known opponents such as Guillermo Farinas, winner of the European Union's human rights prize, and former prisoner Martha Beatriz Roque, signed a letter urging the pontiff to stay away.

"Your presence on the island would be like sending a message to the repressors that they can continue to do as they please, that the Church will allow it," the letter read.

There also was some division over the church occupation.

"Personally, the act of taking the precinct of a church as a place of protest strikes me as invasive and disrespectful," prominent anti-government blogger Yoani Sanchez tweeted.

MADISON, Wis. -- The Wisconsin men's basketball team (24-9) received a No. 4 seed in the East Region and will face 13th-seeded Montana (25-6) in the second round of the 2012 NCAA Tournament on Thursday in Albuquerque, N.M. UW will be making its 14th-consecutive appearance in the Big Dance.

The Badgers and Grizzlies will play at 1:10 p.m. (CT) on TNT with Spero Dedes and Bob Wenzel calling the action.

Wisconsin owns a record of 23-16 all-time in the NCAA tournament, including a 14-10 mark under head coach Bo Ryan.


Badgers react to NCAA Selection Show


The winner of UW vs. Montana will meet the winner of the game between No. 5 Vanderbilt and No. 12 Harvard on Saturday.

The Badgers are a No. 4 seed for the third-straight year and are 3-0 all-time against No. 13 seeds in the NCAA tournament after defeating 13-seeded Tulsa in 2003, Wofford in 2010 and Belmont in 2011.

UW has earned a top-six seed in eight of its 11 NCAA tournament appearances under Ryan, including seeds of No. 4 or higher in four of the last five seasons.

Montana enters its eighth NCAA tournament in school history with an automatic bid after winning the Big Sky Conference tournament championship on March 7. The Grizzlies last made the NCAA tournament in 2010, losing in the first round to New Mexico. Montana has advanced past the first round just once in school history, reaching the second round in 2006.
