(AP) ? Twenty-two states and the District of Columbia are backing Montana in its fight to prevent the U.S. Supreme Court's 2010 Citizens United decision from being used to strike down state laws restricting corporate campaign spending.

The states led by New York are asking the high court to preserve Montana's state-level regulations on corporate political expenditures, according to a copy of a brief written by New York's attorney general's office and obtained by The Associated Press ahead of Monday's filing.

The Supreme Court is being asked to reverse a state court's decision to uphold the Montana law. Virginia-based American Tradition Partnership is asking the nation's high court to rule without a hearing because the group says the state law conflicts directly with the Citizens United decision that removed the federal ban on corporate campaign spending.

The Supreme Court has blocked the Montana law until it can look at the case.

The Montana case has prompted critics to hope the court will reverse itself on the controversial Citizens United ruling. The 22 states and D.C. say the Montana law is sharply different from the federal issues in the Citizens United case, so the ruling shouldn't apply to Montana's or other state laws regulating corporate campaign spending.

But the states also said they would support a Supreme Court decision to reconsider portions of the Citizens United ruling either in a future case or in the Montana case, if the justices decide to take it on.

Legal observers say don't count on the Supreme Court reconsidering its decision.

"It is highly unlikely that the Court would reverse its decision in Citizens United," said law professor Richard L. Hasen of the University of California-Irvine.

At best, the court would listen to arguments and might agree a clarification is needed to allow the Montana law to stand. But even that is a long shot, Hasen said.

American Tradition Partnership argues that the state bans unfairly restrict the ability of corporations to engage in the political process that also affects them.

Bullock wrote in a brief to be released Monday that the state does not "ban" corporate political speech, rather, it regulates that speech by requiring the formation of political action committees.

The Democrat, who is running for governor, said the upstart political corporations hoping to take advantage of unfettered spending are merely "an anonymous conduit of unaccountable campaign spending."

Montana and the other states are asking the court to either let the Montana Supreme Court decision stand or to hold a full hearing. They argue laws like the one in Montana that bans political spending straight from corporate treasuries are needed to prevent corruption.

The other states, many with their own type of restrictions hanging in the balance, argue local restrictions are far different than the federal ban the court decided unconstitutionally restricted free speech. Further, state elections are at much greater risk than federal elections of being dominated by corporate money, requiring tailored regulation, the states' court filing says.

"The federal law struck down in Citizens United applied only to elections for President and U.S. Congress," New York Attorney General Eric Schneiderman wrote on behalf of the states. "By contrast, Montana's law applies to a wide range of state and local offices, including judgeships and law enforcement positions such as sheriff and county prosecutor."

The joining states, unlike Montana, ask the court to go further and reconsider core findings in Citizens United. They argue, for instance, it was wrong for the court to say unlimited independent expenditures rarely cause corruption or the appearance of corruption.

And other critics of the Citizens United decision who believe the court was wrong to grant corporations constitutional rights, have intervened and asked the court to reverse itself.

"There is a growing bipartisan consensus that Citizens United needs to be overturned, and Montana is leading the way," said Peter Schurman, spokesman for a group called Free Speech For People. "The Supreme Court has an opportunity to revisit Citizens United here. That is important because there is evidence everywhere that unlimited spending in our elections creates both corruption and the appearance for corruption."

On Friday, Montana's case was given a boost when U.S. Sens. John McCain, R-Ariz., and Sheldon Whitehouse, D-D-R.I., signed on in support. The senators argue evidence following the Citizens United decision, where millions in unregulated money has poured into presidential elections, shows that large independent expenditures can lead to corruption.

The states who filed the brief in support of Montana are New York, Arkansas, California, Connecticut, Delaware, Hawaii, Idaho, Illinois, Iowa, Kentucky, Maryland, Massachusetts, Minnesota, Mississippi, Nevada, New Mexico, North Carolina, Rhode Island, Utah, Vermont, Washington, West Virginia and the District of Columbia.

LONDON (AP) ? Her sons were blessed with musical gifts that brought riches and fame. On Monday Barbara Gibb was living a parent's ultimate nightmare ? preparing, for the third time, to lay a child to rest.

Her son Robin Gibb ? a Bee Gees founder known for his astonishing vocals and songwriting skills ? died Sunday after a long battle with cancer at the age of 62.

Earlier, she had lost her sons Andy Gibb, a pop idol who died in 1988 at age 30 from a heart ailment, and Maurice Gibb, a member of the Bee Gees and Robin's twin, who died in 2003 of acute intestinal problems.

Several months before his death, Robin Gibb told a British newspaper that he sometimes wondered if the family is paying a "karmic price" for the Bee Gee's mind-blowing success. And friends of Barbara Gibb have been quoted as saying she believes the family may be cursed.

Before illness struck, the Gibb family enjoyed remarkable good fortune. The boys were raised in challenging economic circumstances but were exposed to music at an early age because their father was a bandleader and a drummer and their mother had experience as a singer.

They started singing professionally as teenagers, moving within a few short years to prominence first in Australia, then throughout the world.

But the apparent ease of this meteoric rise was followed by later tragedy.

Both Robin and Maurice ? the twins ? suffered debilitating intestinal problems that led to their premature deaths. Robin suffered from colon cancer and other digestive ailments. He became gaunt even before his cancer diagnosis.

Of the four boys Barbara Gibb raised in England and Australia before they became global stars, only Barry, the eldest, is still alive. She also has a daughter living in Australia who has stayed out of the public eye.

The family's place in pop history is assured, not only because of the Bee Gees' groundbreaking success during the disco era, when they helped define a totally new sound that filled dance halls throughout the world, but also with their success as songwriters and producers.

Their career began in Australia in 1963 and saw them score their first major international hits in 1966 and 1967, when their sound was influenced by the success of the Beatles, who were then topping worldwide charts.

They prospered during the disco era, long after the Beatles had broken up in acrimony, and continued to ride a show business wave for several decades afterward.

Former Beatles drummer Ringo Starr said Monday that Robin Gibb and the Bee Gees left an enduring musical legacy.

"God bless him and God bless his family," Starr said. "The Bee Gees from our era were quite important, especially the harmonies. I didn't know him that well, I knew Maurice more than the other two, but he had a great voice and they wrote great songs."

The group also wrote many hits for other stars, earning substantial royalties when their songs were performed by the likes of Dolly Parton, Kenny Rogers, Dionne Warwick and others.

The British press has reported that Barbara Gibb, a 91-year-old who lives in California, has been in England in recent weeks as Robin's condition worsened when he suffered from pneumonia and drifted into a coma. She has made no public statements, and the family, including his widow Dwina and his children, has asked for privacy while they mourn.

Plans for a funeral or memorial service have not been announced.

CAPE CANAVERAL, Fla. (AP) ? A new private supply ship for the International Space Station remained stuck on the ground Saturday after rocket engine trouble led to a last-second abort of the historic flight.

All nine engines for the SpaceX Falcon 9 rocket roared to life Saturday morning. But with a mere half-second remaining before liftoff, the onboard computers automatically shut everything down. So instead of blasting off on a delivery mission to the space station, the rocket stayed on its launch pad amid a plume of engine exhaust.

Even NASA's most seasoned launch commentator was taken off-guard.

"Three, two, one, zero and liftoff," announced commentator George Diller, his voice trailing as the rocket failed to budge. "We've had a cutoff. Liftoff did not occur."

SpaceX president Gwynne Shotwell said that high combustion chamber pressure in engine No. 5 was to blame and that technicians would conduct an inspection later in the day. If the engine needs to be replaced, a spare is available.

Tuesday is the earliest that SpaceX can try again to send its cargo-laden Dragon capsule to the space station. The California-based company ? formally known as Space Exploration Technologies Corp. ? is targeting every few days for a launch attempt to save fuel in case of rendezvous problems at the space station. Wednesday also could be a launch option.

This was the first launch attempt by the several private U.S. companies hoping to take over the job of delivering cargo and eventually astronauts to the space station for NASA. Only governments have accomplished that to date: the United States, Russia, Europe and Japan.

NASA is looking to the private sector, in this post-shuttle era, to get American astronauts launching again from U.S. soil. SpaceX officials said that could happen in as little as three years, possibly four. Several other companies are in the running.

An estimated 1,000 SpaceX and NASA guests poured into the launching area in the wee hours of Saturday, hoping to see firsthand the start of this new commercial era. They left disappointed. The abort was especially disheartening given the perfect weather and the absence of any earlier countdown problems.

Shotwell was asked by a reporter whether she considered Saturday's abort a failure.

"This is not a failure," she said. "We aborted with purpose. It would be a failure if we were to have lifted off with an engine trending in this direction."

She added: "The software did what it was supposed to do" with the engine shutdown.

Everyone around town, at least, is rooting for a successful flight.

"Go SpaceX," read the sign outside Cape Canaveral City Hall. Until NASA's space shuttles retired last summer, the sign had urged on the launches of Discovery, Endeavour and, finally, Atlantis. Those ships are now relegated to museums.

Late last month, SpaceX conducted a test firing of the nine first-stage rocket engines at the pad. Each engine ? including No. 5 ? was "rock solid," Shotwell said.

The first flight of the Falcon 9 rocket from Cape Canaveral, in June 2010, encountered similar last-second engine trouble, but there was enough time to fix the problem and fly the same day. SpaceX has just a single second each day to launch this time around because of the space station rendezvous.

Six months after the initial Falcon 9 flight, SpaceX launched another rocket with a Dragon capsule that reached orbit. It was the first time a private company put a spacecraft into orbit and then recovered it. The newest Dragon also is meant to splash down into the Pacific, returning space station experiments and equipment.

For Saturday's launch attempt, SpaceX's billionaire founder, Elon Musk, was in the SpaceX Mission Control in Hawthorne, Calif. He helped create PayPal and founded SpaceX 10 years ago. He also runs Tesla Motors, his electric car company.

GREENSBORO, N.C. (AP) ? A jury deliberating whether John Edwards broke campaign finance laws made a request for evidence and office supplies Friday, suggesting they are settling in for detailed talks about the money from wealthy donors that was used to hide the candidate's pregnant mistress during his 2008 White House bid.

After about two hours of discussions, jurors asked to see several exhibits and wanted a complete list of the exhibits, which the judge said would take a clerk at least an hour to compile.

Jurors heard about 17 days of testimony, a lot of it focusing on the details of the lurid sex scandal between the Democratic candidate, his mistress Rielle Hunter and his once-trusted aide Andrew Young, who initially claimed he was the father of his boss' baby. But they also reviewed phone and financial records from a period of about two years.

Edwards is charged with six criminal counts including conspiracy to violate the Federal Election Campaign Act, accepting contributions that exceeded campaign finance limits, and causing his campaign to file a false financial disclosure report. He faces up to 30 years in prison and $1.5 million in fines if convicted of all charges.

Jurors asked for eight exhibits and all of the notes from a wealthy heiress who provided about half of the money at issue. They also wanted a transcript of the heiress' lawyer's testimony, but the judge told them to rely on their memory. They said they need markers and a board to write on, too.

Jurors will have to weigh whether to believe Edwards, who argued that he didn't knowingly break the law, or his aide, Andrew Young, who said Edwards recruited him to solicit secret donations in excess of the legal limit for campaign contributions, then $2,300.

The choice before them comes down to choosing which liar to believe.

Young, the prosecution's star witness, falsely claimed paternity of his boss's baby in December 2007, after tabloid reporters tracked a visibly pregnant Hunter to a doctor's appointment.

Edwards repeatedly denied having a relationship with Hunter, only to go on national television in August 2008 to admit having a brief affair with Hunter but that it was physically impossible he was the father of her baby girl. In fact, his relationship with Hunter had lasted more than a year. A recording of that interview was played for the jury last week as the prosecution rested its case.

The bulk of the alleged illegal campaign contributions flowed to Young, including $725,000 in checks from heiress Rachel "Bunny" Mellon, who is now 101 years old. Young spent some of the money to care for Hunter, but financial records introduced at the trial showed the aide siphoned off most of the money to help build his family's $1.6 million dream home near Chapel Hill.

Another $400,000 in cash, luxury hotels, private jets rides and a $20,000-a-month rental mansion in Santa Barbara, Calif., were also provided by wealthy Texas lawyer Fred Baron to help cover up the affair. Baron served as Edwards' campaign finance chairman.

Prosecutors say Edwards knew about the money and directed the cover-up, showing the jury phone records indicating he was in constant contact with Hunter and Young while they were in hiding.

The defense countered that it is Young who should be on trial, not Edwards, accusing the aide of using Edwards' name without his knowledge to bamboozle Mellon out of hundreds of thousands of dollars for his personal use. Young received immunity from prosecutors.

During closing arguments Thursday, lead defense lawyer Abbe Lowell admitted that Edwards had lied to his wife and the American people. But his client didn't violate federal campaign finance regulations, Lowell said.

"This is a case that should define the difference between a wrong and a crime ... between a sin and a felony," Lowell told the jury. "John Edwards has confessed his sins. He will serve a life sentence for those. But he has pleaded not guilty to violating the law."

Meanwhile, prosecutor Bobby Higdon used Edwards' old stump speech against him, saying the presidential candidate violated laws meant to protect "the two Americas" in an attempt to avoid a sex scandal.

"Campaign finance laws are designed to bring the two Americas together at election time," Higdon said. "John Edwards forgot his own rhetoric."
